Barbara Flickinger is a managing director in Portfolio Surveillance for National Public Finance Guarantee Corporation. She is responsible for monitoring and managing credits in the western United States. Prior to this role, Barbara was responsible for credit risk management and underwriting and served as a member of, among others, the Risk Oversight Committee and Loss Reserve Committee. Previously, Ms. Flickinger was with MBIA Insurance Corp., which she joined in 1997. She has also held positions in the Insured Portfolio Management Division (Surveillance) and in the Western Region of the Public Finance Division working directly with issuers, advisors and bankers in underwriting new transactions. Prior to joining MBIA, Ms. Flickinger worked for Moody’s Investors Service for 11 years, ultimately managing the Far West Regional ratings group as an Assistant Director. She was responsible for the review of major issuers in the Alaska, California, Hawaii, Nevada, Oregon and Washington including school districts, general governments; utilities; and airports, toll roads and other transportation issuers. Ms. Flickinger was also a member of the States and High Profile Ratings Group and responsible for a number of major issuers including Washington, D.C, the states of California, Florida, Texas, Wisconsin, and Vermont, and the financings undertaken by Orange County, California upon its emergence from bankruptcy. Ms. Flickinger has worked her entire career in public finance, including four years in the U.S. Senate in Washington D.C. covering budget and appropriations issues for Senator Patrick J. Leahy and two years in the Executive Office of the U.S. President (Office of Management and Budget). She earned her Bachelor’s Degree from Princeton University and holds an MBA from the Yale University School of Management. |
